Hoppers and Chest carts - _JELLy__ - 09-05-2016
From what I've noticed, The hopers don't put items into chest minecarts on rails below them at all. It is supposed to. Please fix the problem or I will have to use hopper minecarts.

The issue is a bug in the server software (i think), allegedly a temp fix is to turn off push based hoppers in the server config file (not sure though, found it on a sub version of spigot bug tracker)
