As long as it's not another account, the account stays banned no matter the ign.
The second question I am incaple of answering, you'd need a staff member for that one

Im pretty sure when youre banned on either server it carries over. I say this because people that were banned on the old server are still banned on the new one.

As far as I know, there are no set rules about moving from server to server. I've asked in staff chat, so for the time being hang tight.
