Are we gonna do a server reset and start a new world?

Nope.
As far as I am aware, staff have said the borders will expand to have the new structures generate inside the expended area and the res worlds will also reset (with the exception of resend).

Perhaps it will be out by the time we update, but what we're truly waiting on is for all the plugins the server uses to update to 1.13.

why would resend not be expanding? that place has got to be picked clean by now

Because it would introduce alot more cities, meaning the elytra's would become much more common, reducing their worth in the economy, which can worsen the economy as things will start to become cheaper over time as a bid to get the most product sold.
