I assume its all new world portals, but when I went through the nether portal in rybeast (new world) it took me to a portal in the old world nether. So I assume that the connections to the nether worlds are messed up.

Yeah there's a known issue with 1.13 nether portals taking you to the 1.12 nether; if there's a fix for it, it will be implemented as soon as possible.
