I think that it would be a pretty good idea to be able to attach an item for /hat to your helmet so you can be protected and look stylish. It would be easier for people who have blocks on their heads and wear elytras because they could withstand more damage.

The author of the hat plugin hasn't been active on the spigot forums for over 3 months :(

Wouldn't it be pretty easy to create one though? Even with commands I've seen mapmakers put custom blocks on player's heads.
