I'm just wondering, are we allowed to make our own private nether portals or is there a public portal that we need to use? :/

Yes, you are allowed to make your own nether portal, just make sure to not block if off.

Blocking it off entails putting fences directly in front of it, so people can't get out should they accidentally have another portal connected to yours.

Because someone propably wanted to troll other players by building that thing and put the portal there.

If you aren't sure a nether portal is yours and spawned from your location, consult a staff member and they can tell you if you someone has been in the area recently, or consult a nether expert. Overworld portals hundreds of blocks away have been known to connect to each since they haven't been configured.

The best solution to be absolutely sure that a portal is your is to build one one the correct coordinate inside the nether, light it, then extinguish the one on the overworld and then relight it.
When you light a nether portal on the overworld, the game will search if there is an existing portal within a certain radius around the corresponding coordinate and connect to it. If not, then it will build one in the nearest cave. By building yourself the portal inside the nether, then you are positively sure it's yours.
