I have been banned for a long time now and I totally regret it… But my question is that I wonder when I could appeal again? (I’m not sure if I should).  

Well, I do know it permanent…
But if I actually could appeal in some days / weeks / months / years.  I don’t know…

Just simply asking…

Any banned player can always try to appeal again. At worst they will get denied.

Hmm, well my question was that I wondered if I could appeal even if it was a perm ban and the 3rd one.

I doubt it will be accepted. Even I learn after touching the proverbial stove the first or second time.
