Please make Dogs the normal minecraft speed. 
Its so annoying that i have to wait like 4 hours until they are on the place i want them to be at.
Please change this.

Multiplayer servers on minecraft function differently from your singleplayer worlds, if lots of players are on stuff moves slower because of number of players. Servers can only handle so many players loading chunks at a time, just be patient.

Dogs don't get any special treatment. Spigot reduces the number of ticks all entities receive when farther than a set distance from a player, as they cause incredible stress on multiplayer servers.
