Making that would actually be pretty easy, just make a big hall with decent size plots. Of course, that would need plenty of resources, which, many new players dont have like you just said. But this is a project which does not require staff. (Edit: exept setting up the warps, dummy) then sell the plots for reasonable prices, and its all done. Of course, it is not like the original thing, but the point is its pretty easy to get done.
