You paid money to a server for vip, not for any sort of special consideration when it comes to the rule breaking. For this appeal to be seriously considered, you'll need to put a lot more effort, meaning both length and genuine sincerity, into it; x-ray is a serious offense on HT. I've seen people go as far as writing essays for these appeals, and those have a better chance in this situation.
