If there were no rules to govern what to do and what not to do, it opens up the possibility of players taking advantage and getting out of balance. The strict way of what is allowed guarantees that everyone is doing the same thing and ensures that all players are honorable.
2. X-raying has the potential to destroy HomeTown’s economy because players can accumulate resources that could have been established legitimately. Some resources will never appreciate in value with x-raying because every player can never gain resources legitimately. The exploit will create inflation in markets when rare resources become as common as grass.
