I don't know how you are counting the render distance and telling me that it is 4 while I am looking at the setting right now showing 6 which is what you are asking. There is a separate setting in spigot that involves entity tracking range which limits what the client can see but does not affect server loading or performance. That setting is set to the default ranges. I want to increase the view distance just as anyone else does and the player cap has actually been lowered from what it was before 1.8. Like arrei said, 1.9 really messed with a lot of servers and especially survival servers. There is nothing server owners can do about this except hope that mojang makes their entities as efficient as it was in 1.8 and before
