It is much easier to drop villagers down into water or down rails by gravity than to move villagers up. Each iron farm cell needs 10 villagers or 160 villagers for a max sized compact farm.
The max sized compact farm that works with our render distance is 4 cells (20x20) in a square 64 blocks apart (center to center) and with sets of 4 stack on top 64 blocks apart for a total of 16 cells (4 stacks of 4). Top stack is at build limit of 255 and bottom stack is below ocean level at around y == 50. Afk in the exact center.
