General rule of thumb I operate under is that all bets are off regarding precise timing of moving objects on a multiplayer server, because lag can and often does screw with them. I went with a fully hopper-oriented design for my own auto smelter.

Yeah I could tolerate 1 or 2 misses, but 8 out of 16 missed is a huge fundamental problem that desires attention. There is no explaining away this one for me.

Basically, any sort of lag issues that have been popping up since 1.9 can be explained by "Blame Mojang".

Well I asked for it to be increased to 6 while it was at 6, so now time to solve them lag issues. I know you can't live without technology (especially your phone) and I can't live in minecraft without my technology.
