Ok let me break it down for you.

"I am to jelly of Strine's beautiful pit, or Patty's dragon head." --- complaining about the elytra hunters..
"I demand 1 million HT money and no redstone lag" -- complaining about redstone lag and the terrible economy.
"You have 6 hours to answer to my demands" -- saying to staff that the server better be running soon.
"Oh and addition to my demands, I want 1000 cakes." -- this means just joking.

I am just making a bogus story while complaining about some server problems at the same time.
