So I saw some farms are paid to be used, am I allowed to make 'the same' farms for everyone to use? A public farm?

yes! there're actually many public farms out there already. /warp farms is one of 'em.
i also have a few public wheat/carrot farms at /warp wolfietown. however, if you DO want to make public farms, i warn you that you may have to deal with frequent grief. depending on what kind of farm you're gonna make; even mob farms can get griefed, too. but if you're willing to help out the community, keep it up and go for it! <3
