Unless they have fixed the issue since the last time I have played with that plugin; there is a bug that can be exploited to duplicate items.

About 4 years ago. So they probably fixed the issue. But I thought I would mention it.

They more than likely fixed it, as to why i put the other link that would make it work for 1.13

this could be a nice addition, but for all people. Yet I dont think frost will add this, as this leans more towards a modded experience. Hometown is a vanilla / semi-vanilla experience
