1. Are you allowed to take over/modify/steal from any build that isn't yours?
2. Are you allowed to take anything from builds that appear abandoned/disused?
3. What have you learned?

No, the owner had put a lot of efford in it, even if he forgot to claim it.
2. Are you allowed to take anything from builds that appear abandoned/disused?
You never know if a building is in use or abandoned, so actually that's the same answer as in 1. But let's do it quick: no, of course not, even if it is in fact abandoned, the owner can always come back after a while, assuming his build is still intact.
3. What have you learned?
I'll checkin the future on other servers if griefing is allowed, instead of assuming it.
