but you add sugar sometimes to milk? Does it then become a soup as it will dissolve and become part of it.

You have to boil the ingredients in the liquid to make it a soup.

and cereal doesn't resemble the appearance OR consistency of soup, so the second definition doesn't work either. case closed.
