Harmonious Town?

Hi Jelly here,

I am an anarchist, but when it comes to minecraft, living peacefully and keeping harmony, I am not so brutal. 
I have (most likely) found a way to improve your town (does not apply to every town), old or new. 

Follow the suggestions:

As the Owner of the town you should:
1. Build a public tree farm
2. Build a public farm (every single thing that can be grown) 
3. Build a public animal farm (a bit hard to manage and keep safe)
4. Build one public tool (auto brewer, furnace array, infinite water, rail system, public mine, etc....)
5. Add a shared junk area. One man's junk is another man's treasure. 
6. Assign each player to a job (food delivery, mail delivery, farmer, etc...)


Everyone who enters the town must do the following:
1. Expand upon the public tree farm by X amount. 
2. Expand upon the public farm by X amount. 
3. Expand upon the public animal farm by X amount. 
4. Build another non-existing public tool.
5. Organize public events, with the town staff's help. 

Town Rules:
1. You must replant or replenish what you harvested, 
    and return any public tool used to original condition (if possible).
2. You must provide clear instructions for the public tools you built. 
3. Report any suspicious activities, grief, and problems. 
4. Provide any resources necessary to fix public stuff (Ex. if the public anvils run out, everyone provide X iron).

You see, anyone who goes to harvest resources will allow time for more resources to grow (the player loads the chunks) and anyone who uses the public tools will only improve its condition (by rule 1. Unless you have bad residents). 

I believe charging a subscription fee to the town will keep stuff from being grieved, or only allow players above certain rank to join, or even stricter, allow only players you know very well to join. 
This is the closest I can get (think of) to a perfect public town. 

This is not communism of any sense (nobody shares their own resources, they add to the public one). This is just a closely knitted community with tons of resources and good harmony. 

What do you guys think? Is this Viable?
