I'm sure its been recommended but I suggest some sort of chat plug-in that allows alternate chats.
Similar to Chat Manager, that allows staff chat.

Good idea, but brought up many times before and shot down for certain reasons I can't remembe.

this has been brought up before and shot down many times. any time this has been implemented no one uses it and it goes to waste and is why we dont have it. as well, we already have a staff chat in game option.
