I'd suggest implementing Safari nets. When I've seen them in the past, they've been expensive in the in-game economy, which is good to not overbalance things. But they are useful for the server in that they eliminate the need to move villagers by minecarts, which adds lag. Adds convenience to the players, too. Just a thought.
