If I get help then I will try to create dual tracks on which people can move their goods. Figure out the best ways for people to use it and expand it.

I did that for my Villager Isles experiment, to bad 1.9 messed up m-_- the only complain I had with 1.9 -_- Combat update practically made Iron Golems useless

Note that the reason I want it against the ceiling of the nether and popping out high in the overworld is iron farms.
It is much easier to drop villagers down into water or down rails by gravity than to move villagers up. Each iron farm cell needs 10 villagers or 160 villagers for a max sized compact farm.
The max sized compact farm that works with our render distance is 4 cells (20x20) in a square 64 blocks apart (center to center) and with sets of 4 stack on top 64 blocks apart for a total of 16 cells (4 stacks of 4). Top stack is at build limit of 255 and bottom stack is below ocean level at around y == 50. Afk in the exact center.
Epic, 1.9 combat mode made iron golems useless in what way?

Well the villager isles wasn't make to be mob proof,a s that's ugly and hard to do, all it had was torches on the homes and street lights, 1.9 happens, the iron golems couldn't quicklyand easily kill all the zombies cause they got rekt by skellys, and all my villagers were eaten and turned, 1 by 1

Good to know Epic. Since I am not counting on iron golems to protect villagers, I should be ok.
BUT, I have watched zombie swarms spawn in daylight to attack a fully lit walled village. And now villagers can turn into witches over time.
My strategy is to have multiple villager breeding units and repopulate as needed

I was just using them as fun and for trades, you should be ok with your iron farm and stuff. aslong as there aint lightning storms

well, some sort of base, no idea who it will look this time around. Then some automatic farms, crops and animals...

So you are going to need glass walls? I like that it is on the ceiling out of the way also.
I've decided I deffo want to help as long as I can use the railway to get about the world

Incidentally, as of 1.10 mobs can't spawn on rails anymore. So Nether transport's a lot less annoying now.
I'd been thinking that this time around, not only do I want to keep flight to a minimum, I want to rely on teleports as little as possible, too. Would be neat if there were some kind of Nether railroad with regular stops where a player can use switches to decide which way they wanted to go. Could connect farms and towns and such.
