ok so i only see this in mc in servers and all my other worlds (i see this when f3 is turned on) I also cant see chunk borders when turned on

Esc, Options, Chat Settings, Reduced Debug Info: OFF
If it's set to 'ON' you don't see much.

Expanding from what TheDutyPaid said, when you turn the Reduced Debug Info to OFF, your screen may seem very crowded with white letters.
If you want, you can resize your GUI, by going to:
Esc, Options, Video Settings, GUI Scale. You choose how you want to resize your GUI, I have mine on 2.
