No, because it's a matter of griefing, that is not allowed by the rules. It's only allowed if that person gave me permission.
2) If a player is banned can you take over their build?
No, as the world has been modified by someone  else, better not risk for it, because the ban could get removed.
3) If a build is abandoned can you remove any part of it?
Yes, but also, better not risk because you never know if its abandoned or just that person can't afford those blocks.
4) If you accidentally break another players block what should you do?
Try and replace it, if no idea how to, tell the player politely.
5) Why you took the blocks?
I had a ban of x-Ray.
6) What have you learned from this experience?
Read The Rules.
