"scamming" has always been against the rules. (People have been banned for selling blocks of dirt renamed to "diamond"). It's not in /rules or in the hometown rulebook but is still enforced. I've just looked at the rulebook and there's no mention of this specific example, however there has always been some sort of punishment for cheating the economy. I think the problem is more that not enough of these people are being punished for it
